The £70m Andover Link Main (ALM) scheme will see around 25km of pipeline laid between Winchester and Andover, supported by upgrades to new and existing booster stations.
It is designed to deliver a 15Ml/d bi-directional water transfer by 2030, providing security for the isolated Andover Water Resource Zone.
The project is a direct response to Environment Agency licence changes restricting abstraction from the Rivers Test and Itchen, both designated as rare chalk stream habitats of international importance.
Southern Water will appoint a single firm under a design-and-build contract to take the scheme from detailed design through to construction.
The successful bidder will also handle enabling works, environmental consents, and planning condition discharges.
The procurement will run through a competitive flexible procedure, with requests to participate due by 27 October 2025.
An invitation to tender is expected at the end of September, with contract award targeted for April 2026 and completion by January 2030.
