The building, which will store 10m public records, is to be constructed on the site of the former Crown House Building in Wakefield, near to the Kirkgate train station.
The new development will house collections which are currently held in the old Registry of Deeds building in Newstead Road, Wakefield, which is no longer fit for purpose.
The design of the scheme to date has been undertaken by Broadway Malyan Architects, which will continue to work with Bardsley to develop the design to provide the new three storey archive facility.
An iconic concrete frame building will be encased in metal mesh screen with feature external lighting to ensure that the building can be seen by a large number of people and act as a focal point for people entering the city from the south.
Building work will start on site in March and will be completed in early spring 2016.
Funding for the project was provided partly by Heritage Lottery Funding with the remaining funding being shared by the five local authorities of West Yorkshire.
