Steve Helliwell becomes managing director for Balfour Beatty Living Places, replacing Amanda Fischer who has left Balfour Beatty to pursue opportunities after nine years at the business.

Helliwell joined Balfour Beatty four years ago as operations director, having previously been managing director of Amey’s Logistics Business Division.

The two other management changes come at Balfour Beatty’s regional construction business.

Jon Winter is promoted to managing director of the regional construction business in the South. He will replace John Keaveney after a short hand over period. Keaveney announced in May he was returning to his native Ireland after 10 years at Balfour.

Winter joined Balfour 30 years ago as a senior quantity surveyor and progressing through various leadership roles to head up the Southern Delivery Unit of the regional south construction business.

In the Midlands and North regional construction business Thomas Edgcumbe also becomes managing director replacing Birse veteran Mark Farrah who, following a short handover period, will be leaving the business at the end of August.

Edgcumbe joined Balfour Beatty in 2012 as head of finance for the rail business where he was responsible for the successful integration of two business areas and financial management of the Rail civils business.

Thomas has been promoted from his most recent position leading Balfour Beatty’s Rail regional projects business.

Dean Banks, managing director of Balfour Beatty’s UK Construction Services business, said: “These promotions are testament to the breadth and depth of talent and expertise we have across the Balfour Beatty Group.

“Steve, Jon and Thomas bring a wealth of industry experience to their new roles, further strengthening and upgrading a leadership team which is delivering for our customers.”
