It is one of a raft of measures aimed at freeing more land to build homes to ease the housing crisis.
The government will work with local authorities to encourage the development of surplus military land and other public sites suitable for housing.
To spur further land release for housing the Government plans to pilot public land auctions.
This would encourage councils to approve land for housing development because they would realise the uplift in land value from granting planning consent.
Chancellor George Osborne also confirmed plans to consult on about changing commercial property into housing without the need for planning permission.
