Trio to share £1.4bn London highways upkeep

Transport for London is planning to hand highways upkeep and enhancement schemes in the capital to just three contractor teams.

Selected firms will share an estimated £1.4bn pipeline of work over an extended period from 2021 to 2033, with each being sole deliverer for a region in London.

The new framework will replace The London Highway Alliance Contracts (LoHAC), which operated four regions rather than three.

TfL has also opted to extend the framework duration from eight to 12 years to allow contractors to write-down the cost of specialist fleet, secure premises at economic prices, and train and invest in staff.

It said this should give contractors sufficient time to secure the longer-term objectives of continuous improvement and delivery efficiencies.

Last year the LoHAC joint venture of Colas, VolkerHighways and AECOM, which had the central region, dropped out of its eight-year arrangement three years early.

The other London areas are presently delivered by Conway/AECOM, Ringway Jacobs and Kier.

Central Area (£550m): London Boroughs of Camden, Hackney, Hammersmith and Fulham, Islington, Kensington and Chelsea, Lambeth, Southwark, Tower Hamlets, Wandsworth, Westminster and the City of London

North Area (£500m): London Boroughs of Barking and Dagenham, Barnet, Brent, Ealing, Enfield, Haringey, Harrow, Havering, Hillingdon, Hounslow, Newham, Redbridge and Waltham Forest

South Area (£370m): London Boroughs of Bexley, Bromley, Croydon, Greenwich, Kingston upon Thames, Lewisham, Merton, Richmond upon Thames and Sutton

The transport body is hosting a bidders’ conference on 16 July at TfL Offices to share information about the frameworks.

Prequalification will run to 29 July with tenders due to be issued to shortlisted bidders in the first week of September.

The intended start date of the frameworks is October 2020 to allow mobilisation in order to commence service delivery in April 2021.
