The £56m project will also include flood mitigation works and improvements to Junction 21 of the M5.
A new road will support the development of future housing sites to help meet the demand for new homes over the next 15 years.
It is being funded be the Government housing infrastructure fund as part of the wider plan for housing at Weston vilagges and a major secodary school for the area.
North Somerset Council plans to procure the scheme as a two-stage early contractor involvement procedure.
The road will run from the Summer Lane junction on the A371 to the A368 Towerhead Road
Firms have until 23 September to submit prequalification doucments with tenders due to be invited at the start oif October.
