Plymouth City Council has signed off a section 106 agreement for a planned 21-storey apartment block next to the city’s historic Sutton Harbour.

Sutton Harbour Group can now proceed with its landmark £60m Sugar Quay scheme that will provide 170 flats, restaurants and shops.

Construction is expected to start by spring next year, providing time for the finalisation of the construction drawings and specifications, and award of construction contracts.

Sugar Quay is expected to take around three years to build

The milestone in the Sugar Quay project comes as construction is progressing well on the site of Sutton Harbour Group’s nearby Harbour Arch Quay development.

Local firm Xcav8 started the groundwork package in April with Horsham contractor Stephenson on the foundation and concrete package and MEP has been signed up for the building services package.

Sutton Harbour developments

Sutton Harbour Group has also acquired additional lands on the east side of the Sugar Quay site for redevelopment as a new neighbourhood of homes, including affordable housing and social housing, retail space, car parking and a new urban park.

Philip Beinhaker, executive chairman of Sutton Harbour Group, said: “We are very pleased to have completed the Section 106 legal agreement for Sugar Quay and to see the momentum gathering behind our plans to complete the regeneration of the eastern side of Sutton Harbour, enhance the wider historic harbour area and improve the links between the city and waterfront.
