Birmingham to pick five firms for £265m homes retrofit plan

Birmingham City Council is planning to appoint up to five specialist contractors to deliver a £265m programme of energy efficiency upgrades to 3,000 homes a year in the city.

In an unusual step, the council said it also aims to charge the selected firms an annual fee.

This charge would cover the council’s costs in targeting and promoting Energy Company Obligations and the Great British Insulation Scheme-funded measures in Birmingham.

It would also verify household eligibility, sign declarations, and liaise with the government Department for Net Zero.

Neither the Council nor households will provide any funding towards the retrofit measures.

With ECO and GBIS, the installers are required to deliver the retrofit improvement measures and apply for funding to the relevant bodies.

Selected firms on the Approved Installer List would be required to market, develop and deliver a service from application to completion for households.

The council said an area approach would be taken with each installer responsible for a section of the city.

Retrofit measures include: insulation works, low carbon heating systems, renewable energy installations, heating system upgrades and repairs, glazing and doors, draught proofing, flood risk appropriate measures.

Details of the planned delivery framework will be highlighted at a virtual market engagement on 17 July 2024 from 9.30am to 11:30am.
