The housing association presently has an 18-month interim contract with Mears after switching from Morgan Sindall as it seeks the right long-term partner to manage its repairs and maintenance service from September 2026.
The 15-year framework – split into a 10-year initial term with a possible five-year extension – will cover responsive repairs, void refurbishments, and out-of-hours support across Moat’s 20,000-strong housing stock in London, the South East and East of England.
The winning firm will be responsible for everything from day-to-day plumbing and electrical faults to building fabric repairs.
Subject to hitting key performance indicators, the chosen service provider could also pick up extras like planned works, cyclical decorations, building safety jobs and fire protection systems.
Bidders must return a pre-qualification questionnaire by 6 June.
The top three scorers will be invited into dialogue with Moat before final tenders are called in ahead of the planned award date on 15 January 2026.
The new deal will be let on a TAC-1 alliancing contract, with the winner expected to deliver consistently on KPIs such as “right first time” repairs, customer satisfaction, and turnaround times on empty homes.
