Up to four contractors will be picked to deliver a rolling pipeline of design and construction projects across the capital, with the deal running for four years and the option of two annual extensions.
The new setup will use NEC multi-stage contracts and early contractor involvement to improve collaboration. Contract call-offs will be allocated based on performance and may include mini-competitions.
Flagship schemes already lined up for the framework include:

Elephant & Castle Station Capacity Upgrade – £60m
- South Kensington Station Upgrade – £80m

Step-Free Access Programme – £5m–£15m per package, totalling £200m
All schemes remain subject to final funding approvals.
Only contractors registered on the Rail Industry Supplier Qualification Scheme (RISQS) will be invited to bid.
Tenders will be judged on price, quality, and social value, with bidders required to complete case study exercises.
The deadline for requests to participate is 30 September 2025, with awards expected by 1 December. The framework is due to go live on 8 December 2025.
