Marshall joins from National Highways where he spent 20 years in a variety of senior roles including Transformation and Performance Director.
He follows fellow director Dean Sporn into the private sector after Skanska confirmed his new role last week.
Carnell Managing Director Andrew Sharp said: “Rich brings a wealth of experience and leadership to the team.
“This new Engineering Director role will be pivotal in both developing and growing our asset management and engineering solutions capabilities and capacity. We see this as an important new growth area as we look to offer more end-to-end value for our clients.”
Marshall added: “I have seen Carnell grow over the years, to be the strategic supplier to National Highways that they are today.
“I’ve always been impressed with the commitment to providing a great service to clients, with a focus on safety and innovation.
“The Carnell ambition for growth and success in the highway maintenance sector excites me and I relish the opportunity to support and influence this ambition in the years to come.”
