His development company Hab will oversee the project to provide 108 new homes and community facilities on the three sites owned by Oxford City Council at Westlands Drive and Dora Carr Close in Northway, and Barns Road in Cowley.
The project will contain a mix of social rented, shared ownership and market housing, with a target of 70% affordable housing.
Homes will be built to Code for Sustainable Homes level four while the community facilities are aiming for a BREEAM Excellent rating.
The scheme will be Hab’s second development after the first Willmott Dixon built scheme in Swindon.
Barns Road project of 40 flats gives residents roof gardens and community rooms on the ground floor.
