The Kier-led Blue 3 consortium will design, build and maintain four new fire stations and a life skills centre for Gloucestershire County Council.
The Government is providing £40m funding under the private finance initiative and Blue 3’s contract will run for 25 years.
Kier is the majority investor with a 70% stake.
Fire stations will be built at three new locations; Cheltenham Road East, Churchdown and Shepherd Road, Tuffley – these will replace the current Gloucester fire station at Eastern Avenue.
In Cheltenham a new station will be built at Uckington whilst the current station in Keynsham Road will remain at that location.
