Up to 50 firms will be shortlisted to bid for the mega-framework that bundles three existing deals covering the south west, south east and London.
Dubbed the UK Southern Regional Framework Agreement it consolidates a massive work pipeline of £2.4bn to 3.9bn over four years.
The new deal will supersede the Construction Framework South West, the iESE South East and London Construction Framework for Major Projects, which have scores of firms on their books.
It is being jointly procured by Devon County Council, Hampshire County Council and Haringey Council in three lots under the new framework umbrella.
Framework lots
Lot 1: Southern Construction Framework, CFSW
For projects valued over £1m, mainly schools, emergency services and civic building projects (Total up to £800m).
Lot 2: Southern Construction Framework, South East
Projects valued over £4m, mainly schools, emergency services and civic building projects (Total £1.5bn)
Lot3: Southern Construction Framework, London
Projects valued over £10m, mainly schools, emergency services and civic, and house building projects (total £1.6bn)
Firms have until 1 July to submit PQQs, ahead of shortlisted contractors being invited to tender for the framework on 19 September.
