It will be used to develop and deliver social infrastructure projects including schools, housing, libraries, police stations, care homes and primary healthcare through mixed development of publicly-owned sites.
The main aim of the panel is to make the procurement of a developer as quick and efficient as possible for both private sector panel members and public sector panel users.
Panel members will be offered an option on a site to take forward development plans to deliver anything from housing to new schools funded by development gains.
It is the brainchild of Norwich-based NPS Property Consultants, which aims to set up a panel of five firms, to deliver complex projects across the country for councils, the NHS and education authorities.
The Social Infrastructure Development framework will be used for individual projects that range from £3m to £50m.
NPS estimates that if it takes off work worth up it to £3bn could be in the pipeline over the course of the four-year framework.
Interested firms have until 12 December to prequalify after which a shortlist of 10 will be invited to submit bids in January.
