The new framework for maintenance and upgrade work will be split across five lots covering a broad scope of works from minor road improvements to major capital civil engineering schemes across the West Midlands.
It will be open to other local public bodies and include delivery routes such as construct-only, design and build, and early contractor involvement. The deal is structured to allow the framework to be reopened to new entrants in years 3 and 5.
The five lots are expected to include:

Lot 1: Minor works – such as white lining, small-scale surfacing, paving and localised footpath and cycleway improvements

Lot 2: Medium-sized works – junction upgrades, public realm schemes, pedestrian crossings, and resurfacing

Lot 3: Major infrastructure – large-scale capital projects including ring road upgrades, highways realignment and major public infrastructure schemes

Lot 4: Design and build – integrated packages

Lot 5: Early contractor involvement – early design stages to advise on buildability and cost efficiency
The framework will also cover utility diversion and protection works.
Birmingham City Council aims to formally invite tenders on 10 June with contracts starting on 19 January 2026, running until January 2034.
Interested firms need to complete a pre-market engagement questionnaire by 5pm on 19 May via the council’s In-tend portal.
Birmingham City Council is gearing up to launch a new £400m framework for transport and infrastructure consultancy services.
A soft market testing exercise is now live ahead of the planned June launch of the multi-disciplinary professional services framework covering everything from engineering design and cost management to heritage, ecology, air quality, and 3D visualisation.
The eight-year deal will be open to local public sector bodies across the region and is expected to generate significant interest from specialist consultants and SMEs alike.
The professional services framework is due go live from 24 November 2025
