The magashed plan is rumoured to be for online retailer Amazon but the developer has remained tight lipped about its client.
It plans to demolish an existing school building and construct two warehouses at its 98-acre Stonebridge Cross site.
A culverted section of the River Alt is already in the process of being diverted, with more than half a million cubic tonnes of earth removed, which would make the site more suitable for a major development.
The planning committee of Liverpool City Council is due to give its verdict on the plans in October.
