Trio bag £1.4bn London highways upkeep

FM Conway, Ringway and a Kier/Tarmac joint venture have secured spots to deliver Transport for London’s highways maintenance programme for up to 12 years.

Selected firms will share an estimated £1.4bn pipeline of work over an extended period from April 2021 to 2033, with each being sole deliverer for a region in London.

The new framework will replace The London Highway Alliance Contracts (LoHAC), which operated four regions rather than three.

FM Conway

South Area (£370m): London Boroughs of Bexley, Bromley, Croydon, Greenwich, Kingston upon Thames, Lewisham, Merton, Richmond upon Thames and Sutton


Ringway

Central Area (£550m): London Boroughs of Camden, Hackney, Hammersmith and Fulham, Islington, Kensington and Chelsea, Lambeth, Southwark, Tower Hamlets, Wandsworth, Westminster and the City of London


Tarmac/Kier

North Area (£500m): London Boroughs of Barking and Dagenham, Barnet, Brent, Ealing, Enfield, Haringey, Harrow, Havering, Hillingdon, Hounslow, Newham, Redbridge and Waltham Forest

TfL has also opted to extend the framework duration from eight years previously to allow contractors to write-down the cost of specialist fleet, secure premises at economic prices, and train and invest in staff.

It said this would also give contractors sufficient time to secure the longer-term objectives of continuous improvement and delivery efficiencies.

In 2018, the LoHAC joint venture of Colas, VolkerHighways and AECOM, which had the central region, dropped out of its eight-year arrangement three years early.

The other London areas are presently delivered by Conway/AECOM, Ringway Jacobs and Kier.

Under the new deal FM Conway will act as both principal contractor and principal designer.

It will also support TfL in its drive for ‘healthy streets’, including a reduction in carbon and improved air quality.

The business is already demonstrating its commitment to carbon neutrality through a range of initiatives such as ‘low carbon sites’, electric plant and vehicles, electric cargo bikes and low carbon asphalt solutions.
