The deal, due to launch in October, is the first major building framework to come to market under Pagabo’s 10-year strategic partnership with Yorkshire Purchasing Organisation, which will act as contracting authority.
Last week, the two partners also unveiled plans to consolidate civils deals into a new £4.2bn national civils and enabling works framework.
The latest third-generation framework will replace the current major public building works panel of firms, which has already supported more than £3bn of project delivery across the public sector.
Clients with access to selected firms include local authorities, NHS bodies, housing providers, education estates and blue light services.
Jason Stapley, chief procurement officer at Pagabo, said: “This is the first framework we are bringing to market in partnership with YPO under the new procurement regulations, which is an exciting opportunity for suppliers and the public sector to join us in unlocking their many benefits, such as a fundamental focus on awarding the most advantageous tenders.”
The framework will operate as a closed agreement split across five main lots, with regional coverage spanning England, Scotland, Wales and Northern Ireland.

• Lot 1a – Collaborative Partner: Delivery (England & Wales) £5m+
• Lot 1b – Collaborative Partner: Sustainability (England & Wales) £5m+
• Lot 1c – Collaborative Partner: Quality (England & Wales) £5m+
• Lot 1d – Collaborative Partner: Most Advantageous Tender (Scotland) £5m+
• Lot 1e – Collaborative Partner: Most Advantageous Tender (Northern Ireland) £5m+
• Lot 2 – Projects £5m to £15m
• Lot 3 – Projects £15m to £30m
• Lot 4 – Projects £30m to £60m
• Lot 5 – Projects £60m+
Lot 1 will see a single collaborative partner appointed to each sub-lot, while Lots 2 to 5 will each appoint up to nine contractors per region and value band.
Pagabo will run the framework through its Pagabo+ digital platform, managing pipeline visibility, call-offs, performance monitoring and compliance.
