A single contractor to deliver overhead line electrification, traction power, distribution systems and associated design under a long-term delivery model.
The framework is structured as a nil value NR30 Framework Commission Agreement, with around £300m of works initially identified and a total potential pipeline rising to £450m as further schemes come forward.
Works will span core electrification packages including OLE systems based on UK Master Series standards, traction power upgrades and ancillary infrastructure required to bring routes into service.
The deal is set to run from March 2027 to February 2032, with a further three-year extension option taking it out to 2035.
Network Rail is opting for a single-supplier model, allowing direct call-off without further competition in a move designed to streamline delivery and maintain consistency across programmes.
The contract will be awarded using a 60:40 quality-price split under a competitive flexible procedure, reflecting the technical complexity of rail electrification delivery.
The framework underpins Scotland’s rolling programme to decarbonise the railway network, with contractors expected to support development, delivery, entry into service and final handback phases.
Firms have until 14 May to submit requests to participate, with contract award pencilled in for January 2027.
