Test Valley Borough Council picked the contractor through a two-stage tender to deliver pre-construction services and main works for the flagship regeneration scheme.
The new venue will replace the former Poundstretcher unit on the High Street, which is being demolished under a separate contract.
It will become the new home for The Lights theatre, currently based next to Andover leisure centre.
The scheme is a cornerstone of the Andover town centre masterplan and will help open up the route between the High Street and Town Mills Riverside Park.
Morgan Sindall beat rival bids from Amiri Construction, Neilcott Construction and Vinci Building.

The council expects to sign the contract from 1 June after a standstill period ending on 29 May.
Pre-construction expected to last 22 weeks with the main works package running for 77 weeks.
Designed by theatre specialist Burrell Foley Fischer, the three-storey venue will include a 400-seat auditorium, a second flexible performance space, dance studios, meeting rooms and café/bar areas.
