Merseyrail backs regional builders in framework shake-up

Merseyrail has unveiled an 11-strong line-up of contractors for a new seven-year construction framework that reserves all projects worth up to £1.5m for SMEs while bringing in tier one contractors for higher-value work.

Merseyrail has divided the framework into three value bands. Regional firms Frank Rogers Building Contractor, MPH Construction, Simon Dean Electrical, SIS Projects and Vallum Projects secured places on the SME-only band.

For larger schemes, Merseyrail has brought together a mix of national contractors and rail specialists. Morgan Sindall, Kier, Spencer Rail Engineering, Amalgamated Construction and Construction Marine all secured places on the top-value band covering projects worth more than £2.5m.

The framework covers a broad programme of station upgrades, civils, M&E, utilities, HVAC, communications, landscaping and other infrastructure works across Merseyside and Cheshire, including projects on the operational railway.

The agreement will run for an initial three years to coincide with the end of the current concession in July 2028, with options to extend annually for a further four years.

Merseyrail said the multi-supplier framework has been designed to speed up project delivery through direct awards, quotations and mini competitions while ensuring suppliers have already met the operator’s competency and rail safety requirements before work is allocated.
