McLaughlin & Harvey has sealed the main works contract for Dumfries’ Whitesands flood defence scheme after the price jumped nearly £8m from its original estimate.

Dumfries and Galloway Council has agreed a £45.4m deal for the 43-month project, up from the £37.5m value set when the contractor was first lined up through a two-stage procurement route last year.

The 21% increase reflects cost movement between early contractor involvement and final contract agreement, with the firm now formally moving into the build phase.

The long-awaited scheme will deliver flood protection for Dumfries town centre along the River Nith while upgrading the riverside corridor from Greensands through Whitesands to Dock Park.

The contract award completes a procurement process that began in 2025, with McLaughlin & Harvey advising on buildability, programme and cost during the early contractor involvement stage before locking in the final price.

The scheme, backed by Scottish Government cash, will combine walls, glass panels and flood gates along a new raised walkway to shield the town centre from the River Nith.

Start dates and phasing are still being finalised, but site activity is expected to follow shortly once final preparations and consents are in place.

Lisa Hawkin, executive director of economy and infrastructure at Dumfries and Galloway Council, said: “Agreeing the contract marks the completion of the procurement stage for the main works.

“The council will continue preparations for delivery, including ongoing communication and engagement with residents, businesses and stakeholders as further information becomes available.”
