Hill lands £1.5bn Lewisham regeneration partnership

London’s Lewisham Council has picked Hill Group as its long-term development partner under a deal covering up to £1.5bn of construction work across the south London borough.

The 10-year strategic partnership, which can be extended for a further five years, will be used to accelerate affordable housing and regeneration projects rather than procuring a separate development partner for each scheme.

Hill was appointed following a year-long procurement process involving detailed dialogue with shortlisted bidders and technical, qualitative and financial assessments.

At Thomas’ Lane Yard in Catford, plans involve 113 affordable homes, including 39 for social rent and 74 shared ownership properties.

The Achilles Street estate regeneration in New Cross will deliver 278 homes, including 122 for social rent.

At least 62% of the Achilles Street scheme will be affordable, with all 149 homes delivered during the first two phases falling into affordable tenures.

Under the wider partnership, Lewisham Council will retain control over which sites are brought forward and when individual schemes proceed.

Projects will still require separate business cases, financial assessments and formal council approvals.

Delivery models will vary between sites. On some schemes the council will directly develop and own affordable housing, while elsewhere Hill will invest in development with the council receiving first option to acquire affordable homes.

A joint partnership delivery board will oversee governance and performance.

Hill founder and chief executive Andy Hill said: “Long-term partnerships such as this create the certainty and alignment needed to unlock technically complex sites, enable more efficient delivery and ensure developments genuinely reflect the needs of local communities.”
