Elmbridge Borough Council planners will now consider the £72m development, designed by international hotel architects ReardonSmit.
It will involve the construction of a boutique 198-room hotel and luxury spa with restaurants and business facilities. The golf course will also get a makeover.
The hotel has been designed to blend into the surrounding environment, with the guest rooms below ground level set around a sunken garden and courtyard spaces and a living green roof that reflects the natural landscape.
