Many of the council’s care homes are in need of development and are struggling to meet modern registration standards for new homes.
The council is looking for a partner to build four new care homes and take over the running of existing facilities involving the transfer of around 300 care staff.
It aims to sign the contract by next August so that the first new home can be opened in December 2012 and subsequent homes from march 2013.
The scheme will need housing grant from the Welsh Assembly, which means contractors will need to link up with one of the three registered social landlords operating in the region.
These are Coastal Housing, Linc-Cymru Housing and Gwalia Housing Group.
