Armed forces minister Andrew Robathan has confirmed that the project has escaped funding cuts, allowing the key phases two and three to proceed.
The Staffordshire medical training centre will replace the existing Ministry of Defence medical facility in Aldershot and be home to around 2,000 trainees and medics.
Carillion completed the £12.9m contract for the initial preparatory phase of redevelopment work last year and has been on the waiting list to find out whether the main medical training campus facility had escaped spending cuts.
The second and third phases will include teaching, catering and leisure facilities as well as single living accommodation for military staff.
These are expected to be completed by March 2014
