The council stressed that the programme was subject to certain new build projects going ahead but estimated the value of total works at between £80m and £220m.
Procurement bosses are looking for up to five firms to join the framework, which will cover all public building works in the region from schools and swimming pools to waste recycling centres and council office buildings.
Interested firms must submit PQQS by 29 July in time for invitations to tender being issued in 11 August.
