The council hopes to regenerate part of the town centre with the retail-led project, expected to cost around £50m to build.
It hopes to get the development partner on board by March next year to work up detailed plans so an application can be submitted next summer with work on the site beginning in 2013.

Scheme to include:
AGDR and Scott Wilson URBAN prepared the masterplan for Chesterfield town centre nearly 10 years ago.
The study identified enhancements to the market and redevelopment of the Northern Gateway as a catalysts to drive regeneration of the town.
Interested development partners have until 23 September to complete the prequal process.
