Tiger Developments has submitted plans to City of York Council designed by Capita Symonds.
The Enquirer understands that Tiger Developments is looking to work with Kier on the site to the east of the city walls overlooking the historic centre of York.
If planning is granted, work will start on site early next year and be completed in early 2013.
The five-storey hotel will be clad in light-grey brick, anodised aluminium and pre-cast concrete.
External works include the completion of a link road, planting of around 50 new trees, enhancement of existing flora, and a landscaped river-walk and cycle-path.
Kier North East will also build a £6m Travelodge In Sunderland being developed by Kier Property and the Calmont Group.
The joint venture has submitted a planning application for the 82-bedroom hotel in Sunniside with work set to start early next year.
