Contracts allocated under the framework are expected to add up to a sizeable £100m pot of work over the four-year arrangement.
The council is searching for small to medium sized builders that to be eligible must turnover between £1.5m to £20m.
The framework will also be opened out to Mid & West Wales Fire and Rescue Services, Dyfed Powys Police and University of Wales Trinity St David.
