Construction work is scheduled to start at the end of 2013 on two separate schemes to transform the town.
The first is to develop five sites in Basing View and the second to create a business class hotel in the western end of Basing View.
The council will commit £3.3m to deliver estate infrastructure improvements which have already begun with the demolition of two redundant buildings and landscaping.
The council has also earmarked a further £5m of investment funds to help stimulate new development at the scheme.
