The four-year deals will cover its 12,000 strong housing stock in the contract area and consist of kitchens, bathrooms, heating systems and electrical works upgrades.
Three firms will be appointed to deliver internal kitchen, bathroom and electrical works with the two highest scoring awarded the work and the third providing back-up assistance on the £60m package.
The Essex council will also appoint a single company to deliver a £7m uPVC double glazed windows and composite GRP doors programme worth £7m.
Bidders will need to set out a local training and skills development programme.
The successful firms will enter into a Strategic Alliancing Agreement with Harlow allowing benchmarking of cost and performance and supply chain engineering, as well as permitting Harlow to re-allocate work between the service providers.
