The works will be largely Decent Homes-type upgrades or planned maintenance to the council’s 21,000 housing stock, 4,500 of which have been sold as leasehold properties.
The council is considering whether to let individual projects using a “management contracting” type approach where the contractor is responsible for the integration and programming of the specialists involved.
It will also test the benefits and costs of a traditional main contractor approach, where specialists are appointed under a traditional sub-contract arrangement.
Bidders will have to submit proposals and prices based on both procurement routes.
PQQS must be submitted by 20 September for a formal invitation to tender on 18 December.
