The 22 ha regeneration scheme will see Portsmouth City Council deliver extensive improvements including a new access road to the site from the M275 and a new Park & Ride scheme.
A joint venture between Volker Fitzpatrick and Colas will begin work in January on the £20m new motorway junction, comprising northbound and southbound on/off slip roads.
Remediation specialist Cognition Land & Water will be carrying out much of the land improvement work, with another specialist HBR doing bioremediation.
